First Meeting

Monday, April 28, 2014, 6:45 P.M.

Conference Moderator William G. Schlonecker called the 131st BFC Conference to order at 6:45 P.M. The Moderator welcomed the members of conference, introduced the theme, “Expanding the Church through Multi-Ethnic, Multi-Cultural Churches,” and then led in prayer.

Resolved, that the tables with the green tablecloths constitute the Conference Bar for the 131st BFC Conference.

Report of the Committee on Agenda and Arrangements: (See page 56)

Resolved, that the report be accepted and that the agenda and program serve as a guide for the deliberations of the 131st BFC Conference.

Conference Host Nathan Brosius, Director of Operations at Pinebrook Bible Conference, welcomed the pastors and delegates to the 131st BFC Conference.

Multi-ethnic musical worship was led by Carlos G. Rodriguez of La Roca de Reading, who was accompanied by a full team from La Roca. Miguel A. Gonzalez read several passages in Revelation while Conference sang “Revelation Song,” “God is So Good” and “Lord, I Lift Your Name on High,” in several languages and rhythms, before closing with “Before the Throne of God Above” – in English and Spanish.

David A. Smith, who a year ago experienced the joy of seeing the congregation he shepherds, Grace Fellowship Church of Steelton, PA, be recognized as a Particular Church, brought the keynote address, addressing the subject of “Called to Multi-Cultural Ministry.” Using Acts 8:26-40 as his text, Smith noted profound truths, in the story of Philip and the Ethiopian eunuch, that bear direct applications to our desire to minister in multi-cultural settings.

In noting that the Holy Spirit prepared the eunuch to hear the gospel, we see that the preparation of the Holy Spirit is absolutely necessary in multi-cultural ministry. In seeing how God’s Word penetrated to the eunuch’s deepest need, the need for a Savior, we note that we dare not walk into cross-cultural ministry without the Word, rightly divided.

Philip’s rolling up his sleeves and doing the work of evangelizing the eunuch offers a reminder that multi-ethnic ministry involves inviting people of other cultures into your world and telling them about the Word of God. Finally, to see the blessing of an Ethiopian eunuch finding God on a desert road because someone was there to meet him – the response of obedient faith – makes multi-cultural ministry, for the glory of God, worth extending ourselves, no matter what it might cost us. “Multi-ethnic ministry is a must,” he concluded. “Are we willing to go on this journey together?”

Conference then sang “The Family of God.”

Conference Moderator Schlonecker welcomed a large contingent from Freedom Bible Fellowship in Dauphin, PA prior to introducing Conference Secretary Ronald L. Kohl for the reading of the motion to receive Freedom Bible Fellowship Church as a Particular Church.

Whereas, the elders currently serving at Freedom Bible Fellowship Mission Church of Dauphin, Pennsylvania meet the qualifications for an elder in the Bible Fellowship Church, and

Whereas, more than twenty persons are committed participants in Freedom Bible Fellowship Mission Church, and

Whereas, Freedom Bible Fellowship Mission Church has demonstrated that it can offer an adequate salary package for a pastor and is able to financially maintain its ministry outreach and financial costs, and

Whereas, the Board of Church Extension has assessed the Freedom Bible Fellowship Mission Church of Dauphin, Pennsylvania, and is of the opinion that it meets the qualifications of a Particular Church as specified in Article 18 of the Articles of Faith of the Bible Fellowship Church, therefore be it

Resolved, that the Freedom Bible Fellowship Mission Church of Dauphin, Pennsylvania be recognized as a Particular Church and that its delegate be received into membership of the 131st Conference of the Bible Fellowship Church.

The motion to receive Freedom Bible Fellowship Church as a Particular Church passed unanimously, much to the delight of conference.

Church Extension Director David E. Gundrum, noting that this marks the fourth church in four years that a church has been received into Conference as a Particular Church, presented Freedom BFC, introducing its pastor and church planter, Mark E. Barninger. Pastor Barninger introduced Spencer and Julianne Shutte, who in the past year at Freedom were saved, baptized and then became the first couple to be married in the new church building. The Shuttes assisted Barninger in the singing of the Irish-flavored “Build Your Kingdom Here.”

A 10-minute video detailed Freedom’s 5-year history as a church plant, after which “I’ll Fly Away” concluded Freedom’s presentation. In lieu of illness which prevented Freedom’s delegate from attending, Harold “Hank” Snyder was introduced as the alternate delegate.

The service was closed in prayer by Steven J. DelDuco at 8:35 P.M. A reception followed in Pinebrook Bible Conference’s Dining Hall.

Second Meeting

Tuesday, April 29, 2014, 9:00 A.M.

The Moderator called the meeting to order at 9:00 A.M. Vice-Moderator Clifford B. Boone opened in prayer. Carlos G. Rodriguez continued the multi-cultural theme, singing in Mayan and Spanish – after Jim Arcieri read Acts 2:11: “…both Jews and proselytes, Cretans and Arabians – we heard them telling in our own tongues the mighty works of God.” Conference then joined in the singing of “Be Thou My Vision.”

Executive Director David T. Allen introduced guest speaker Alejandro Mandes, Director of Hispanic Ministries of the Evangelical Free Church of America, Executive Director of Immigrant Hope, and Director of Gateway Theological Institute of San Antonio, TX. Mandes addressed the subject, “Why Multi-Ethnic, Multi-Cultural Churches are a Biblical Norm for the Church.”

Mandes emphasized that multi-ethnic ministry was at the heart of Jesus’ prayer in John 17. He said “Jesus prayed that our unity would be evangelistic…Jesus prayed… that they be one as a sign to the world.” He next noted that multi-ethnic ministry is a matter of progressive realization in the book of Acts, pointing to the ministry expanding from Jewish believers to the Hellenistic widows, and from there reviewing the gospel’s expansion to the Gentiles.

Paul’s letter to the Ephesians manifested a multi-ethnic approach to ministry, showing that our unity in Christ is no longer optional, but essential. “What we are really challenged with, brothers and sisters, is a love issue.” That influence profoundly shaped the early church, he said, providing examples like the woman at the well in Samaria, the church at Antioch, a Gentile church that became the mission-sending church to the world, and many of Paul’s co-laborers, who bore Greek/Gentile (i.e., multi-ethnic) names.

Our mission, he added, does not require us to learn a foreign language, but to love people, get to know them as they are, build bridges where they are, share Jesus and the gospel with them, and train them to share the gospel with others.

Report of the BFC Executive Board: (see page 38)

Executive Director David T. Allen addressed the Conference, providing a few remarks on his ministry and some of the events of the past year. He provided a brief synopsis of the York BFC situation since the 130th BFC Conference, one which resulted in the deposing of its pastor but which has led to the continuing of a “faithful remnant” that is being shepherded by interim pastor Ralph M. Soper. Robert A. Sloan, Jr. , who along with the Executive Director has been actively involved with the York church over the past year and is serving as a surrogate elder at Faith BFC, York, provided added insights and clarifications.

He asked for prayers on behalf of the Lagrangeville, NY and Las Cruces, NM congregations as they seek pastors following the sudden deaths of James A. Wickstead and Joshua M. Allen, respectively.

The Executive Director provided brief mentions of committees whose reports are contained in the Report Book and Yearbook but who no longer provide verbal reports at Conference.

Carl C. Cassel prayed for the situation at York, both for those who are part of the group that has left the BFC and for those who remain.

Resolved, that the report be accepted.

Jay H. Fasnacht presented both a revised budget for 2014 and a proposed budget for 2015.

Resolved, that the 2014 revised Executive Board budget be adopted by the 131st BFC Conference.

Resolved, that an assessment rate of two (2.0) percent be adopted by the 131st BFC Con­ference for 2015 (based on assessable receipts for 2013).

Resolved, that the 2015 proposed Executive Board budget be adopted by the 131st BFC Conference.

Pension Fund

The Executive Board recommends the following resolutions to BFC Conference:

Whereas, the MRF annuity rate for 2014 was $221 per year of service, and

Whereas, cost-of-living adjustments no longer apply to MRF payments, therefore be it

Resolved, that the MRF annuity rate for calendar year 2015 be $221 per year of service.

Resolution Relating to Rental/Housing Allowances for Retired or Disabled Ministers of this Conference for Calendar Year 2015:

Whereas, the religious denomination known as The Bible Fellowship Church has and functions through Ministers of the Gospel who are duly ordained or licensed; and

Whereas, the practice of The Bible Fellowship Church is to provide a parsonage or a rental allowance as part of the gross compensation for each of its active ordained or licensed ministers; and

Whereas, pensions paid to retired and disabled ordained or licensed ministers of The Bible Fellowship Church are considered as deferred compensation and are paid to said retired and disabled ordained or licensed ministers in consideration of previous, active service; and

Whereas, the Internal Revenue Service has recognized that The Bible Fellowship Church is the appropriate organization to designate a housing/rental allowance for retired and disabled ordained or licensed ministers who are members of this Conference;

Resolved, An amount equal to 100% of the pension payments received during the year of 2014 be and is hereby designated as a rental/housing allowance for each retired and disabled ordained or licensed minister of The Bible Fellowship Church who is or was a member of the Bible Fellowship Church Minister’s Retirement Fund.

This rental/housing allowance shall apply to each retired and disabled ordained or licensed minister who has been granted the retired relationship or placed on disability leave by the BFC Conference and whose name and relationship to the conference is recorded in the Yearbook of BFC Conference and in other appropriate records maintained by the conference.

The pension payment to which this rental/housing allowance applies shall be the pension payment resulting from all service of such retired or disabled ordained or licensed minister from all employment by any local church, BFC Conference or institution of The Bible Fellowship Church or of any former denomination that is now a part of The Bible Fellowship Church, or from any other employer who employed the minister to perform services related to the ministry and who elected to make contributions to the pension funds of The Bible Fellowship Church for such retired minister’s pension.

Note: The rental/housing allowance which may be excluded from a minister’s gross income is limited to the lesser of (1) the amount of the rental/housing allowance designated by the minister’s employer or other appropriate body, (2) the amount actually expended by the minister to provide his housing, or (3) the legally-determined fair rental value of the parsonage or other housing provided. As specified in Rev. Rul. 71-290 C.B. 92, “the only amount that will qualify for exclusion under section 107(2) of the Code as a ‘rental allowance’ is an amount equal to the fair rental value of the home, including furnishings and appurtenances such as a garage, plus the cost of utilities.”

Report of Church Extension Ministries: (see page 91)

David E. Gundrum thanked Conference and all the BFC Churches for their support, and for “catching the spirit” of evangelistic church-planting. He introduced and then summarized Church Extension Ministries’ new forward plan, “Fresh Wind,” a plan which looks for qualified men who will establish self-supporting, self-propagating churches. “We want churches that will plant churches,” he said. The plan also involves planting multi-ethnic churches and extending the BFC’s frontiers.

In referencing the attached Report of the Hispanic Task Force, Gundrum introduced Church Extension Ministries board member Al Roberts, who encouraged churches to be involved in reaching the Spanish-speaking segment of their communities. LeRoy S. Heller prayed for God’s blessing upon BFC Church Extension Ministries.

Report of Pinebrook Bible Conference: (see page 105)

Charles E. Cole, Chairman of the Pinebrook Board, expressed his excitement about Pinebrook’s ministry, noting the many improvements to the physical plant, pointing to the five weeks of Summer Conference. “This is a place where we come together beyond our local church settings,” Cole said. Former director Alva C. Cassel prayed that God would continue to use Pinebrook for his glory and for the changing of lives.

Report of Victory Valley Camp: (see page 107)

Victory Valley’s director, Douglas J. Manwiller, showed a video that highlighted a typical day at camp while also pointing to several key dates on the camp calendar and needed upgrades on camp facilities. Former chairman Calvin T. Reed prayed for the ministry and for its leadership.

Resolved, that the meeting be adjourned.

The meeting was adjourned at 12:25 P.M. as David R. Way led in prayer, especially remembering Barbara Wickstead, Jim Wickstead’s widow, as she prepares to move to Florida, and for the congregation at Valley BFC in Lagrangeville, NY.

Third Meeting

Tuesday Afternoon, April 29, 2014, 1:30 P.M.

The Moderator called the meeting to order at 1:30 P.M. Timothy S. Cowen opened in prayer.

Dr. Alejandro Mandes once again addressed Conference, this time speaking on the subject of “The Need to Reach Out to the Immigrant Community.” Citing Leviticus 19:34 (“You shall treat the stranger who sojourns with you as the native among you, and you shall love him as yourself…”), he spoke about building “gospel bridges” to people of different cultures and ethnicities by tying the gospel and compassion together in working with them – doing what Mandes called the equation of “Great Commission plus Great Commandment,” which “equals a Great Community.”

Whereas, the Ministerial Candidate Committee has recommended ordination for Joshua M. Allen, Jordan K. Eyster, Jason L. Hoy, Jonathan H. King, Matthew R. Lynskey, David K. Schlonecker, David A. Smith, Ronald B. Smith, and Keith A. Strunk, for ordination, and recommended Timothy D. Gibson and Andrew T. Gysi for recognition of previous ordination, and

Whereas, these brethren have served acceptably as ministers of the Bible Fellowship Church for the required period of time or the equivalent thereof, and

Whereas, after examination, the Ministerial Credentials Committee believes these men to be called of God to the gospel ministry and to be in accord with the Faith & Order of the Bible Fellowship Church, therefore be it

Whereas, the Ministerial Credentials Committee had met with Joshua M. Allen, via Skype, in preparation for his ordination, and

Whereas, we approved Joshua M. Allen for ordination to the 131st BFC Conference, and

Whereas, in God’s sovereign plan, He called Joshua M. Allen to be with Him in heaven before the 131st BFC Conference, therefore be it

Resolved, that we posthumously ordain Joshua M. Allen.

The Ministerial Credentials Committee Makes The Following Additional Recommendations:

Article 27 – The Kingdom of God

27-1 God is the almighty Sovereign who reigns eternally over all His creation.1 His kingdom triumphs forever according to His will. Even the sinful rebellion of mankind cannot defeat Him, but instead serves and glorifies Him.2

27-2 God’s plan, demonstrated throughout human history, has been to reveal His kingship on earth by delegating kingly dominion to human beings as His image bearers.3 Through Adam’s fall the exercise of this dominion has been corrupted, and man needs redemption in order to glorify God and reign in accordance with His will. As the Last Adam, Jesus in His humanity manifests the proper vice-regency of the kingdom of God for the purpose of redemption and restoration, which will ultimately usher in the glorious kingdom for which creation was destined.4 Thus, the kingdom of God is advanced in Jesus’ life, death, resurrection, ascension, and His present reign.5 Acknowledging this reign, Christians confess Christ as Lord and willingly submit to His rulership in their personal lives and welcome His authority over all creation. 6

27-3 The millennial reign of Christ is a further advancement of the kingdom whereby Jesus, through His second coming, brings His inaugurated kingdom to earth and makes it visible. During this reign, Christ will fulfil kingdom promises as He establishes righteousness, justice and peace throughout all creation.7 At the start of this period, saints will be resurrected bodily to join in the reign with Christ. Satan will be bound and his deceitful activities suspended. Nevertheless an undercurrent of human sinful resistance will continue through the millennium, though held in check as Christ rules with a rod of iron. At the end of this millennial reign, Satan will be released to lead a rebellion against God’s people and the Lord Jesus. In a climactic manifestation of His kingship, Christ will defeat the rebellion.8

27-4 When Christ has subdued all enemies, including death, He will present the kingdom to His Father.9 The triune God will preside over a new heaven and a new earth, and the people of God will dwell with Him forever.10 All prophecies of Scripture will have been fulfilled. God’s eternal kingship, having been established and vindicated by the royal exercise of the Son’s authority, will at that time be present and manifest in full glory over all creation forever and ever.

4 For if, by the trespass of the one man, death reigned through that one man, how much more will those who receive God’s abundant provision of grace and of the gift of righteousness reign in life through the one man, Jesus Christ (Rom 5:17). The creation waits in eager expectation for the sons of God to be revealed. For the creation was subjected to frustration, not by its own choice, but by the will of the one who subjected it, in hope that the creation itself will be liberated from its bondage to decay and brought into the glorious freedom of the children of God (Rom. 8:19-21).

5 But we see Jesus, who was made a little lower than the angels, now crowned with glory and honor because he suffered death, so that by the grace of God he might taste death for everyone (Heb. 2:9). For David did not ascend to heaven, and yet he said, “The Lord said to my Lord: ‘Sit at my right hand until I make your enemies a footstool for your feet’” (Acts 2:34-35). But about the Son he says, “Your throne, O God, will last forever and ever, and righteousness will be the scepter of your kingdom” (Heb. 1:8).

6 If you declare with your mouth, “Jesus is Lord,” and believe in your heart that God raised him from the dead, you will be saved. For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved (Rom. 10:9-10). Your kingdom come, your will be done, on earth as it is in heaven (Matt. 6:10).

7 I saw heaven standing open and there before me was a white horse, whose rider is called Faithful and True. With justice he judges and makes war. … On his robe and on his thigh he has this name written: KING OF KINGS AND LORD OF LORDS (Rev. 19:11,16). He will judge between the nations and will settle disputes for many peoples. They will beat their swords into plowshares and their spears into pruning hooks. Nation will not take up sword against nation, nor will they train for war anymore (Isa. 2:4). With righteousness he will judge the needy, with justice he will give decisions for the poor of the earth. He will strike the earth with the rod of his mouth; with the breath of his lips he will slay the wicked (Isa. 11:4).

8 He seized the dragon, that ancient serpent, who is the devil, or Satan, and bound him for a thousand years. He threw him into the Abyss, and locked and sealed it over him, to keep him from deceiving the nations anymore until the thousand years were ended. After that, he must be set free for a short time. I saw thrones on which were seated those who had been given authority to judge. And I saw the souls of those who had been beheaded because of their testimony for Jesus and because of the word of God. They had not worshiped the beast or his image and had not received his mark on their foreheads or their hands. They came to life and reigned with Christ a thousand years. … When the thousand years are over, Satan will be released from his prison and will go out to deceive the nations in the four corners of the earth – Gog and Magog – to gather them for battle … But fire came down from heaven and devoured them. And the devil, who deceived them, was thrown into the lake of burning sulfur, where the beast and the false prophet had been thrown. They will be tormented day and night forever and ever (Rev. 20:2-4, 7-10).

9 Ask of me, and I will make the nations your inheritance, the ends of the earth your possession. You will rule them with an iron scepter; you will dash them to pieces like pottery (Psa. 2:8-9). Then the end will come, when he hands over the kingdom to God the Father after he has destroyed all dominion, authority and power. For he must reign until he has put all his enemies under his feet. The last enemy to be destroyed is death (1 Cor. 15:24-26).

10 Then I saw a new heaven and a new earth, for the first heaven and the first earth had passed away (Rev. 21:1). No longer will there be any curse. The throne of God and of the Lamb will be in the city, and his servants will serve him. They will see his face, and his name will be on their foreheads. There will be no more night. They will not need the light of a lamp or the light of the sun, for the Lord God will give them light. And they will reign for ever and ever (Rev. 22:3-5).

21-1 The first day of the week has been recognized by the Church as the Lord’s Day since apostolic times1. We believe, therefore, that it ought to be observed by all believers, voluntarily and in love2, as a day set apart as holy to the Lord for the corporate worship of God3, remembrance of the resurrection of our Lord from the dead, and fellowship and mutual encouragement of the saints.4

Dana E. Weller, who will retire as Director of the Board of Missions after having served in that capacity since 1994, spoke first on the Bible Fellowship Church’s role in helping our churches to reach and assimilate multi-cultural people groups.

He noted that one of the duties of the Committee on the Multi-Cultural Church is “to foster multi-cultural assimilation in BFC Churches.”

Giving his perspective after 20 years as Director of the Board of Missions, Weller said he “stands amazed” at a group of churches that has been involved in well over 30 countries over the past two decades. “You have made sacrificial commitments and challenges that have hurt and have caused deep, deep sacrifices in your local church, and God has done an amazing job,” he said.

The following missionaries were introduced to the BFC Conference:

Thomas P. Shorb offered a prayer of thanksgiving for the BFC missionary family, asking God for additional grace and mercy for those he has called to serve in missions both near and far. He also thanked the Lord for his faithfulness to Dana Weller over these past 20 years.

Executive Director David T. Allen passed the Board of Missions baton, first calling for and receiving a well-deserved standing ovation for Dana Weller, and then introducing Duane E. Moyer as the new Director of the Board of Missions. Moyer, a second-generation missionary, brings considerable experience to his new position, having served for over 30 years, primarily in Guadeloupe.

Clifford B. Boone, himself a former missionary, prayed for Duane Moyer in his future ministry, and then closed this portion of the evening session.

Following a short recess, Conference and guests gathered for a service of ordination as 10 men were ordained to the gospel ministry. In an especially poignant moment that represented a first for the Bible Fellowship Church, the late Joshua M. Allen was ordained posthumously. After having been approved for ordination, Allen was suddenly called home to glory this past winter in an automobile accident.

Also ordained, much to the delight of their families, friends and the churches they are serving, were Jordan K. Eyster, Jason L. Hoy, Jonathan H. King, Matthew R. Lynskey, David K. Schlonecker, David A. Smith, Ronald B. Smith and Keith A. Strunk, while Timothy D. Gibson and Andrew T. Gysi had previous ordinations recognized.

Fifth Meeting

Wednesday Morning, April 30, 2014, 9:00 A.M.

The meeting was called to order by the Moderator at 9:00 A.M. Offering the opening prayer was LeRoy S. Heller. Carlos Rodriguez and his multi-ethnic pastoral musical worship team led the conference in the singing of a new song written especially for this occasion, “One Voice Celebration.” Mark E. Barninger read an accompanying Scripture, Romans 15:5-7, “May the God of endurance and encouragement grant you to live in such harmony with one another, in accord with Christ Jesus, that together you may with one voice glorify the God and Father of our Lord Jesus Christ. Therefore welcome one another as Christ has welcomed you, for the glory of God.” After a song in Spanish, the ensemble led Conference in the singing of “Because He Lives.”

After the singing of “It is Well With My Soul,” Delbert R. “Bert” Baker II, pastor of Newark BFC of Newark, NJ, provided a fitting devotional, directing conference’s attention to Acts 17, Paul’s address to the men of Athens at the Areopagus. “And he [God] made from one man every nation of mankind to live on all the face of the earth, having determined allotted periods and the boundaries of their dwelling place, that they should seek God, in the hope that they might feel their way toward him and find him,” Paul said in Acts 17:26-27.

Noting that, in the same way, God is moving people groups into our areas, Baker said, “God is bringing them to our doorstep; he wants us to reach them.”

Baker stressed three essentials that are necessary if we are going to plant multi-ethnic, multi-cultural churches. We have to have vision, seeing what God knows can be done in the community and looking at it in a manageable way, coming up with a plan that we can actually accomplish. He cited Paul being told not to quit in Corinth, for God was telling him, “I have many people in this city.”

Beyond that, we have to have skill, which may or may not require learning a language but absolutely requires sincerity. “You have to have an ability to deal with cultural and ethnic barriers in a way that presents to the people that you are sincere; and if you mess up, you’re going to own up to it and work at getting it right, because sincerity says to people that you respect them for who they are.”

Finally, and most importantly, we have to have knowledge – the knowledge of God’s Word that we must impart to people. Baker said, “In the Bible Fellowship Church, we value the Word of God, we say it is the final authority for what we believe and how we live, and we teach it to our people.”

“We’re already doing this work,” he said. “We’re in a position to do more work. God’s work, done God’s way, never lacks God’s supply.”

Consideration of Request of the Board of Elders of Emmanuel BFC, Sunbury, PA

The elders of Emmanuel BFC presented a request, having discussed the issue of whether spousal abuse presents a “legitimate, biblical” ground for divorce. Having been unable to reach a majority decision on this important issue, the elders presented their request to BFC Conference, seeking Conference’s wisdom and counsel. “Since one of the responsibilities of Elders in the BFC is to assist in building good relationships in [the] family, we hope that the 131st [BFC] Conference will take up the charge to shepherd its people by providing discernment to this delicate issue.”

Resolved, that the Moderator appoint a study committee of five to seven members to study the issue of abuse with respect to divorce.

An offering was received for the Darlene J. Mahurin Memorial Fund. Robert A. Sloan, Jr. prayed for the offering; $2,734 was collected.

Resolved, that the meeting be adjourned. Richard E. Taylor closed the meeting in prayer at 12 P.M, especially remembering the needs of longtime Wallingford, PA delegate Steven L. Piasecki, who has been dealing with esophageal cancer.

Ministerial Credentials Committee

A. Proposed Revision to the Faith and Order on How the Ministerial Credentials Committee Handles Minor Reservations on the Annual F & O Questionnaire

Whereas, historically the Ministerial Credentials Committee has allowed for minor reservations of certain Articles of Faith, and

Whereas, Article 511-5.2 (4) states that “No minister shall have his name placed on the Eligibility List who does not subscribe to our F & O in its entirety,” and

Whereas, it is not our desire to remove the credentials of men who serve with minor reservations, therefore be it

Resolved, that we replace the sentence “No minister shall have his name placed on the Eligibility List who does not subscribe to our F & O in its entirety” [511-5.2 (4)] with “No minister shall be allowed to hold credentials in the Bible Fellowship Church who does not subscribe to our Articles of Faith, except as allowed by the Ministerial Credentials Committee, and endeavor to follow the Rules of Order. Those who are allowed to hold reservations must teach in accordance with the Articles of Faith.”

B. Proposed Revision to the Faith and Order, Article 304-8, on the recording of the proceedings of a trial

Whereas, in the present Article it states, “In any trial the judicatory shall preserve a complete and accurate transcript of the proceedings. This record shall include the charges, objections made and exceptions taken by the accused during the trial, the testimony of witnesses and all rulings and findings of the judicatory. This record shall be certified by the trial judicatory to another judicatory in cases of appeal. The accused shall be supplied one copy of the record at the expense of the judicatory; other copies may be supplied at the expense of the accused,” and

Whereas, we held a trial in which we followed the above instructions of preserving a complete and accurate transcript, and

Whereas, we found this procedure to be extremely time-consuming and costly, therefore be it

Resolved, we change the wording in Article 304-8 to read, “In any trial the judicatory shall preserve a complete and accurate record of the proceedings. This record shall include the charges, objections made and exceptions taken by the accused during the trial, the testimony of witnesses and all rulings and findings of the judicatory. This record shall be certified by the trial judicatory to another judicatory in cases of appeal. If the trial is appealed, the accused and the appellate judicatory shall be supplied one written copy of the record at the expense of the judicatory; other copies may be supplied at the expense of those who request a copy.”

Whereas, ordained men serving in other Christian ministries, and those serving in non- BFC churches, have been placed in the same category, and

Whereas, the Ministerial Credentials Committee sees those ordained men serving in other Christian organizations to be distinct from those serving in non-BFC churches, therefore be it

Resolved, that we add a category called “Ordained Ministers Working in Non-BFC Churches.” And further

Resolved, that all ordained ministers working in non-BFC churches be placed in this new category, and further

Resolved, that this category be listed as “Advisory Members” in 505-2 (1), and further

Resolved, that the description for this category and its numbering in 511-5.3 be as follows:

(9) Ordained Ministers Working in Non-BFC Churches. An ordained minister of the BFC, consistent with his ordination vows and without prejudice to his ministerial standing, may properly, under certain circumstances and conditions, and approved by the Ministerial Credentials Committee, labor in churches other than those of the BFC. He may remain in this category for a period not to exceed ten years.

The following rules must be adhered to in such cases: Such labor shall not require the performance of functions inconsistent with his ordination vows required of ministers and other provisions of the F&O. They shall not be regarded as under the sole jurisdiction of the church in which they serve. Such a church must recognize that those who hold credentials with the BFC are under its discipline in their faith and life.

Whereas, ordained men serving in other Christian ministries have been Advisory members of the BFC Conference, and

Whereas, the Ministerial Credentials Committee has observed many ordained men serving in other Christian men serving in other Christian organizations have kept themselves engaged in the current activities and organizations of the BFC, and

Whereas, the BFC Conference could benefit from the insight and input of those who have kept current, and

Whereas, the Ministerial Credentials Committee would have criteria to evaluate those who have kept current with BFC happenings to determine if they can vote at the BFC Conference, therefore be it

Resolved, that the category “Ordained Ministers Serving in Other Christian Ministries” would be listed under “Voting Members” in 505-1 (4) and change the subsequent numbers as appropriate, and further

Resolved, that the Ministerial Credentials Committee would be responsible to send the criteria to the men in this category each year to determine if they can vote at the BFC Conference, and further

Resolved, that the Ministerial Credentials Committee be responsible to inform the Conference Registrar of those who can vote, and further

Resolved, that the description for this category and its numbering in 511-5.3 be as follows and change the subsequent numbers as appropriate:

(4) Ordained Ministers Working in Other Christian Ministries

Whereas, the Ministerial Credentials Committee has observed retired men who have kept themselves engaged in the current activities and organization of the BFC, and

Whereas, the Ministerial Credentials Committee would have criteria to evaluate those who have kept current with BFC happenings to determine if they can vote at the BFC Conference, and further

Resolved, that the Ministerial Credentials Committee be responsible to inform the Conference Registrar of those who can vote, and further

Resolved, that the description for this category and its numbering in 511-5.3 be as follows:

(5) Ordained Ministers in Retirement

These are men who have retired under the provisions of 501-5. A minister must serve a minimum of five years (cumulative) as an ordained minister in the BFC and be under the care of the Ministerial Credentials Committee at retirement to be a member of BFC Conference as a “Minister in Retirement.” He must also be involved in the ministry of the BFC where possible as determined by the Ministerial Credentials Committee in order to be a voting member of the BFC Conference.

D. Wording Change on the Interpretation of the Faith & Order

Whereas, there has been some question as to who can interpret the Faith & Order of the BFC, and

Whereas, the wording in 502-2 was changed in recent years, and

Whereas, this wording change gives the appearance that only the BFC Conference can authoritatively interpret the F & O, and

Whereas, the Ministerial Credentials Committee does not think that was the intent of the wording, therefore be it

Resolved, that the word “final” be inserted as follows:

502-2 The BFC Conference performs the legislative function of our denomination. As such, it alone has the power to amend and the final authority to interpret the F & O. By this means it governs the affairs of the Particular Churches, and receives requests and petitions from the Particular Churches. Although it has these powers, it shall not subvert the autonomy of the Particular Churches.

E. Duties of the Ministerial Credentials Committee

Whereas, the Ministerial Credentials Committee has the responsibility to oversee ordained men, which includes interpreting the Faith & Order, and

Whereas, the Conference Judicatory has stated that the Ministerial Credentials Committee has the authority to interpret the F & O as it relates to ordained men (2013 Yearbook, Page 110), therefore be it

Resolved, that the following be inserted in 511-5.2 (6), and further

Resolved, that in every place in the F & O where the Credentials Committee is referenced, the word “Ministerial” be inserted before “Credentials.”

511-5 Ministerial Credentials Committee

511-5.2 Duties

(6) It shall deal with charges brought against any ordained minister. The BFC Conference delegates to the Ministerial Credentials Committee the right to authoritatively interpret the Faith & Order as it relates to ordained men. Charges brought against any minister of the BFC must be in writing and presented to the Ministerial Credentials Committee. It shall request that the accused minister be present during the hearing of the case. If these charges involve departure from any doctrine or practice of the BFC, or any improper conduct, a thorough investigation shall be made. If the charge is of sufficient magnitude in the judgment of the Ministerial Credentials Committee, the accused minister may temporarily be suspended by the Committee and his name withheld from the Eligibility List for Pulpit Supply. A report of this action, with appropriate recommendations for disposition of the case, shall be made to BFC Conference. The accused party shall have the right of appeal to BFC Conference. If appeal is made to BFC Conference by the accused minister, his name shall remain on the Eligibility List until BFC Conference has passed judgment on the case.
