Report of the
Board of Church Extension
The Board of Church Extension has met five times since the 112th Annual Conference to oversee the Bible Fellowship Church’s responsibility to plant new churches in these United States. The work of planting new churches as well as overseeing those missions in various stages of growth demands wisdom, resources, vision, and strength which can only come from God. It is a privilege to be involved in these endeavors on behalf of the Bible Fellowship Church. The Board is deeply grateful to all who faithfully pray and give that this work can move forward to the glory of God.
An organization is only as effective as its people. We are grateful to God for the men He has raised up to be church planters and overseers. These men face unique challenges – in many cases the demands of bi-vocational service, discouragement, loneliness, and weariness. The work of church planting is tedious, calling for patient endurance in planting the seed of the Gospel and nurturing those who respond in faith. These men and their families are worthy of our support, both in prayer and resources. During the year, a call was issued to Richard A. Moyer to serve as organizing pastor of the Somers Point/Egg Harbor Township, New Jersey Mission. Two missions are without organizing pastors – Upper Pocono, Pennsylvania (presently dormant) and Walnutport, Pennsylvania. The Board’s Executive Director, Daniel G. Ziegler, completed his doctorate degree program this year. His study in the field of church planting has been and will continue to be an asset to this Board’s work.
Assessment Committees, made up of representatives from the Board and Elders from interested congregations, are appointed to evaluate the progress of developing missions. This year Assessment Committees were formed for Bayshore, NJ, and Broadheadsville Missions. Surrogate Boards of Elders are appointed to oversee a mission until Elders are able to be elected from within the congregation. Surrogate Boards were formed for Bayshore, NJ, and Scranton Missions. The Board also approved several committees to evaluate the possibilities of ethnic church plants including a Haitian and a Nigerian congregation. The Board is working with the Board of Missions and Bethany Bible Fellowship Church of Hatfield, to establish Beraca Church, a congregation of Haitian believers, presently using the facilities of the former Emmanuel Bible Fellowship Church in Southwest Philadelphia. Work continues with other ethnic groups for the purpose of planting churches. The Board encourages churches to support this new joint venture with prayer and support.
“Mission America” provides the Bible Fellowship Church with a five-year plan of goals and strategy to guide its church planting endeavors as a denomination. Videos which share this vision have been made available to all the churches. This plan is hoped to expand the vision of planting Bible Fellowship Churches, confronting the challenges and embracing the opportunities which lie ahead.
The Board publicly acknowledges the vision, diligence, and faithfulness of the Executive Director, Daniel G. Ziegler. His untiring efforts, encourage-ment of the men within the Department, and oversight of the affairs of this ministry are to be commended. Carol Z. Snyder, Director of Development, continues to be an asset to this Board’s ministry as she informs people of what God is doing within the Department. Many have expressed appreciat-ion for the consistent updates which prompt both praise and prayer. The Board accepted the resignation of Kenneth F. Barber due to a heavy commitment of family, church, and other ministry requirements. Kenneth L. Good has filled the vacancy on the Board during the remainder of the year.
The Board has worked closely with the Newark, NJ, Mission in its effort to secure additional property for expansion. Delbert R. Baker, II, has seen significant growth in this inner city congregation as they uniquely reach out to their community. The Board of Church Extension continues to consider the status of the Gilbertsville Mission. The Board has received the request of Wappinger Bible Fellowship Church in New York to come under the care of the Board as a mission for the purpose of calling an organizing pastor and establishing the church in nearby Beacon, NY.

The Board of Church Extension recommends the following resolution be adopted by the 113th Annual Conference of the Bible Fellowship Church:
WHEREAS, the Wappinger Bible Fellowship Church has been without a Pastor since April, 1995 and has been unable to find a man who is able, willing, and called by God to undertake that office, and
WHEREAS, the congregation is significantly below the size required for the formation of a Particular Church, and
WHEREAS, there are several other evangelical churches meeting in central Wappinger, and
WHEREAS, there is a need for an evangelical church in the city of Beacon, and
WHEREAS, the Wappinger Bible Fellowship Church has requested that the Board of Church Extension receive them under its care as a mission with the intent to plant the church in Beacon, New York, therefore be it
RESOLVED, that the 113th Annual Conference approve the dissolution of the Wappinger Bible Fellowship Church and recognize it as a mission under the care and jurisdiction of the Board of Church Extension.
Whereas, the Board of Church Extension is of the opinion that the Broadheadsville, PA Mission meets the qualifications of a Particular Church as specified in Article 18 of the Articles of Faith of the Bible Fellowship Church therefore, be it
Resolved, that the Broadheadsville PA Mission be recognized as a Particular Church, and that its pastor and delegate be received into membership of the 113th Annual Conference of the Bible Fellowship Church.
